Investir em habita\u00e7\u00e3o e em obras rodovi\u00e1rias e vias urbanas. Essa \u00e9 a fun\u00e7\u00e3o do Fundo Estadual de Transporte e Habita\u00e7\u00e3o, o Fethab. Ele \u00e9 cobrado de todo produtor rural em Mato Grosso. Agora um projeto de lei do governo do estado quer retirar parte desse recurso para cobrir o or\u00e7amento da sa\u00fade.<\/p>\n

\u201cN\u00e3o concordo porque n\u00e3o \u00e9 justo. Para come\u00e7ar, \u00e9 um imposto alto. Eu acho muito caro voc\u00ea pagar quase R$ 50 por cabe\u00e7a para fazer o abate. Era para ser usado na estrada. J\u00e1 tiraram a metade para o munic\u00edpio. Vai acontecer o qu\u00ea? As estradas v\u00e3o piorar\u201d, diz o pecuarista Donizete Martins Lopes.<\/p>\n

O prefeito de Nova Bandeirantes (MT), Adalto Jos\u00e9 Zago, acrescenta: \u201cSe tirar o Fethab dos munic\u00edpios, a pessoa vai deixar de morrer nos hospitais para morrer nas estradas. O Fethab tem que continuar chegando aos prefeitos, para que cada vez a gente tenha estradas melhores\u201d.
\nA Acrimat (Associa\u00e7\u00e3o dos Criadores de Mato Grosso) explica que foi dif\u00edcil para o setor aceitar o aumento da taxa, que veio com a promessa de melhorar os servi\u00e7os log\u00edsticos.<\/p>\n

\u201cDesvio. \u00c9 assim que a gente entende essa hist\u00f3ria. N\u00f3s n\u00e3o iremos permitir\u201d, diz Francisco Manzi, diretor t\u00e9cnico da Acrimat. Na avalia\u00e7\u00e3o dele, o produtor j\u00e1 paga demais. Diz que, para abater 100 animais, o pecuarista paga R$ 4.000. \u201cEm Goi\u00e1s, no Paran\u00e1 e em Mato Grosso do Sul o imposto \u00e9 muito menor.\u201d<\/p>\n

Segundo Manzi, quando foi institu\u00eddo o Fethab 2, o governo sentou \u00e0 mesa com os produtores e disse que, para cada R$ 100 arrecadados, sobram R$ 0,48 para investimentos. \u201cEssa taxa est\u00e1 atrelada a uma presta\u00e7\u00e3o de servi\u00e7o. E foi uma promessa do pr\u00f3prio governador que ele ia usar exclusivamente para transporte\u201d, diz o diretor t\u00e9cnico.<\/p>\n

\u201cA gente sabe que o pa\u00eds est\u00e1 em crise, mas acho que \u00e9 a hora de nos darmos as m\u00e3os para resolver isso. Se voc\u00ea pega o dinheiro do Fethab e direciona para o hospital, pode acontecer como o caso de uma ambul\u00e2ncia em Aripuan\u00e3, que teve de ser rebocada com duas pessoas fraturadas dentro. Ou seja, se voc\u00ea n\u00e3o tem estrada, nem consegue levar o paciente at\u00e9 o hospital\u201d, afirma Manzi.<\/p>\n

\u201cOs recursos s\u00e3o mal geridos, mal aplicados. O produtor n\u00e3o est\u00e1 aguentando mais. As margens de lucro s\u00e3o muito pequenas, e o governo criando cada vez mais impostos\u201d, reclama o pecuarista Mario Wolf.<\/p>\n

O redirecionamento do imposto foi um dos temas mais debatidos da caravana da Acrimat que terminou nesta semana no estado e estimulou o produtor a fazer contas neste momento de crise.<\/p>\n

\u201cO produtor deve olhar para sua margem, n\u00e3o para o pre\u00e7o. Nossa economia \u00e9 c\u00edclica.
